What should I do to avoid client authentication?

What setup process? When the user requiring to download authenticator app?
I'm an admin of Microsoft Intune portal, and I'm trying to setup one Android device as my client using company manged full device option.
User did this steps:
Did factory reset on client device
Setup is started
Asked for Google login
Entered "afw#setup"
Followed on-screen instructions
Scanned QR code
Then automatically redirected to Google Chrome
There enterd Microsoft credentials: which is created by Admin for user
It redirected to download and setup Microsoft Authenticator
But the problem when user is trying to setup Microsoft Authenticator, while setting up it is again asking code from Microsoft Authenticator which isn't possible since it's a new user!
