unable to configure outlook app in mobile

We have many users for whom we are unable to configure the outlook app, below are the steps we do 

1) We install the intune company portal, enroll the device, it gets enrolled and is compliant with the policies.

2) When we try to configure outlook it gives an error which says " Login Error The connection to the mail server timed out please check your mail settings"

We have tried talking to Azure tech support they say it's an Exchange issue and the exchange tech support says it is an intune issue, we have tried using the outlook in-app support but we have not got any help from there. 

There are around ~20-25 users for whom it doesn't work but for others, it got configured without any issues. We have tried deleting and retiring the user devices and enrolled again but no luck.

Where is your mail hosted? Exchange Online? On prem? Hybrid? Where are the affected mailboxes hosted specifically?

our exchange is on-prem, since this is working for many users I am not sure if it's the exchange or the intune. 

Based on the mailboxes being on prem, i would recommend reviewing these requirements.
