Joining phone to Intune is an incredibly slow process

We are experiencing some extreme lag when joining iPhones to our Intune tenant.  We have the phones join automatically through ABM.  Company Portal app gets installed and we have the user sign in.  It then takes about 20-30 minutes for the policies and apps to start loading on the phone.

The device shows up right away in Azure once the user signs in.  We have a dynamic group that the phone is joined to that applies the policies and apps.  It sometimes takes the phone 5-10 minutes to show up as a member of the group but they do eventually appear.

I then begin issuing Sync commands from Intune to the device.  Meanwhile, I am also going into Company Portal on the phone and Check device status.  I see that the phone is checking in under the last check-in time in Intune but it will not do anything.  This goes on for what seems like forever then all of a sudden it starts applying the policies and pushing the apps.

I've opened a ticket previously with Microsoft and they said the delay is to be expected and working as intended but it's ludicrous to me that I have to have someone standing around waiting for 30+ minutes to get their phone supervised in our MDM.
