Precisely, the device must be joined/registered for that... But is having three local accounts the only thing you need? You can use scripting to create those so the accounts are there when you need them for support.
You must link/register/join a device to manage it with Intune. If they need access to a device for Office or other applications, could you consider giving them a Windows 365 Cloud PC? (And manage that with Intune)

-yes we need three accounts Locally and other thing is we need to track these devices ( like when its last logged in, and if there is a way so apply some basic policies on those
Is it possible to make "Device Enrollment Manager" and register the device with Intune with Device Manager Credentials?
- if we do that can we create policies we need and apply to those devices ?

- Feb 03, 2024You can use that to enroll the devices into your tenant and Entra ID. But if you only use local accounts for the users, it will only do device configuration things and not user things... Tracking users won't be possible with local users...

yes we don't need to track anything about the user - Just device tracking will be enough
and with this will I able to fully manger the device (Remote Reset- last logged in ) or just some features?- Feb 13, 2024Any update yet?
