Response Capacity in Forms PRO

May I know if customer can free up the Response Capacity in Forms PRO and reuse it? e.g. customer got 2,000 responses capacity and used them all in 1 survey, can customer export those 2,000 response to Excel for record / further analysis, and free up those 2,000 responses capacity for next survey (without additional responses license)? Many thanks!
