Solution@cad-one no there's no functionality to do that. But if your form is embedded in a SharePoint page then you can temporarily remove it and put up a notice about the maintenance.

@cad-one you use the Microsoft Forms web part in a SharePoint page, for example in your intranet as I've shown in the image below, and your users can complete the form there:
