Least Privilege admin role for Forms admin settings

Hi,

Trying to edit external sharing settings for Forms from the Org settings in 365 Admin Center. I don't currenly have access to Forms as one of the Apps but have SharePoint, Books, MyAnalytics etc.

What least privilege role is needed to access the Forms settings?
