what is the PowerShell to Purge all items in "deleted items" folder - per user and for all mailboxes?

    There's no such PowerShell cmdlet. In O365, it's up to the user to empty its Deleted items folder. If you want to manage this centrally, deploy a retention policy tag.

     

    Another option is to periodically run some EWS-based script.
