Template Placeholders do not maintain layer position on actual slides

So, I created a template layout with an image placeholder. I want that image to be below other graphics/text (not placeholders) on the layout (like our company logo, or confidentiality statements). BUT, when I create a slide with that layout, click on the "select image" icon and load an image, this image is now NOT part of the template layout anymore, but an actual item on the slide that OVERLAYS the other graphics/text on the layout.  Thus, hiding my company logo and confidentiality statements that are part of my template master. I also lose the overlay color/dimmer that mutes the background image.

What is the point of placeholders, if they get converted and overlay the layout elements?
