Set Recipient limits when sending to external emails for Active directory distribution groups

Hello,
in my company there's an Exchange hybrid setup (Exchange on premises connected to an Active Directory domain and all information is migrated to exchange online). Now we're in the need of restrict specific users / email accounts for to send emails outside the organization to only 1 recipient each time.
I know that there's the option to do it select individually in Exchange online and grant the recipient number desired, but I'm looking the option for to perform it using a security group /distribution group and limit all the users inside to this specific amount, in order of save time. Anybody knows if this is possible?
