Automatically moving to: adresses to bcc: out of my org

Good morning !

We run a O3654Biz org and I would like to enforce a rule that prevents mass mailings (mnore than X addresses) out of the org in the to: line, moving them automatically (eventually after na OK on a warning popup) to bcc:

Any hints on how to do this?
