OneNote 0x803D0013 bdfno Error SYNC

Hi,

I'm having this issue since 3 months ago:

I can't sync my blocs in my laptop or in my mobile

Allways I recieve the same message: 0x803D0013 bdfno

When I'm opening the OneNote application from the web I see this message:

I configured the same laptop and the same mobile with another Microsoft Account and the sync process is working correctly, but when I change again the account I have another time the same error.
