Stop Service Desk Adding users to VIP distribution List

Question

Boss wants me to lock down a VIP DL as SD guys keep adding people to it.

I created at test one in a new OU to lock it down but I could only manage to stop them adding in exchange and not AD.

Any tips welcome 🙂

you can choose for only owner can modify group membership
