RBAC - scope to a particular server

We have many Exch servers.

Objective: to create a security group that the members can only manage exch03 and exch04.

How do I scope the RBAC for "Server Configurations" to only allow management of Exch03 and Exch04? I can't seem to find any docs on such scenario.
