Quarantine Frustrations

I am continually frustrated by the actions of the mail quarantine area in exchange namely false positive spam or phishing classification.

Today being the latest example.

Important mail arrived from a reputable source (xxxx.gov.au) but was quarantined. No obvious reasons why this happened.

The frustrating part was that it was a time critical email (30 minutes to respond) but the notification that it had been quarantined did not occur until 24 hours later!

Why is that even a thing?

Can it be changed?

Let's assume there will always be false positives. But to delay notification by 24 hours makes no sense
