Resizing Picture/Shape as per variable dimensions in cells

I'm looking to edit the size of my pictures using dimensions that I have brought through from another sheet. The dimensions are just numbers sitting in two separate cells, one for horizontal and one for vertical. Is there a way that I can change the dimensions and have that change the picture size? I don't want to keep the same aspect ratio, I just want free-flowing sizes.
