Power Query Transforming Data

Hi all,

I am working with AI Builder to pull data from existing PDFs and I'm trying to recreate the data in an unpivoted form. The existing PDF tables are pivoted data. The AI Builder does not allow me to define every column for each table since the tables can have different dimensions and schema so I have a roundabout way of gathering the information.

In my excel sheet I have two example tables with different dimensions and how my AI model would return the data. I have also included an example of how I would want to transform the data via Power Query. One idea that I had would be to group and then extract the data but I am unfamiliar with these tools.
