Issue With Applying Formula to All Cells

I am having a pretty simple issue with Excel. I have a column of dates with times and I am trying to extract the hour number and the week number into two other separate columns. When I apply the HOUR() formula or the WEEKNUM() formula to the first date and drag down the formulas, however, it applies the formulas incorrectly. It is referencing the correct cells in each of the formulas but is returning an incorrect value. Does anyone know how to solve this?
