Formula rounding error

I am looking for help on the following issue:

 

Whenever I use the quotient function in Excel, it rounds to only whole numbers.I have tried using the formula in multiple different occasions.

I.E.    =QUOTIENT(A1, B1)       =QUOTIENT(3.5, 1)    ect.

 

This issue doesn't happen with all formulas, as I was able to get decimals when I used the SUM function.

    This is not an issue or a problem, the https://support.office.com/en-us/article/QUOTIENT-function-9f7bf099-2a18-4282-8fa4-65290cc99dee?NS=EXCEL&Version=16&SysLcid=1033&UiLcid=1033&AppVer=ZXL160&HelpId=xlmain11.chm60465&ui=en-US&rs=en-US&ad=US is programmed this way!

     

    If you want to get the decimals, use the / (forward slash) arithmetic operator.
    For example, if you type =12/5 in a cell, the cell displays 2.4.
