Not calculating - I need info to be calculated for budgetting purposes Please can anyone assist?

=IFERROR(INDEX(FINAL!$K$13:$V$383;MATCH($B3;FINAL!$D$13:$D$383;0);MATCH(C$1;FINAL!$K$12:$V$12;0));0)
