Did you get anywhere with this, i've seen it intermittantly on 4 machines in the organisation, not using excel for web have cleared cache rebooted repaired excel, performed dism /online /restorehealth /cleanup-image and sfc /scannow... i'm at a loss short of reimaging the which i want to avoid if possible.
I found in another forum suggesting to go into the file menu - then account - then manage settings
remove the tick for turn on all connected experiences and click ok, close excel and try again... I'm waiting for feedback from those instructions.
