Excel 365 - Conditional formatting - borders - problem

Hello, in the file below I have a table where I change the number in cell A3, according to which it is conditionally formatted (already several years) table - border, font color. Suddenly it happened to me that the formula that determines the formatting is calculated, but suddenly the boundary returns to its original state - just scroll - and the border returns (font color not). For me, completely incomprehensible, when the online version is OK. Unfortunately, the desktop version 365 does not.
