Custom Format non-date to text.

How to custom format a non-date cell e.g Q1 to appear as Q1 BUDGET.

Go to Number settings in the Home tab, then "more number formats". Go to custom, located at the bottom. On "Type" space, delete everything and write @" BUDGET".
