Conditional Formatting based on Separate Columns

I want to data validation or conditional formatting for measurements to alert me if they are out of tolerance.  I have 2500+ rows of data each one having different tolerances.  In other words, the upper tolerance is in column a, the lower in b and the values in the columns succeeding.  Easy enough to do a line at a time, but when I try to drag the formatting down it carries the values from the one row and not the upper/lower tolerance in the row I am dragging to.  I would like to avoid setting conditional formatting or data validation limits for each row individually and just have it based on the values in it's row for the whole page.

Is you conditional format function absolute or relative reference?

By default when you enter he formula the cell reference swill be absolute with $ signs. Remove the $ signs and copy the formats to the other cells.
