Availability of Unshare workbook button

Hello everyone! 

I've met a problem while using track change function. I activated password protected track change function with preliminary sharing of the workbook, protected the whole workbook from changes. Afterwards I discovered that user can disable track change and clear change log  just by click on button Unshare workbook available to everyone with no password enter. It seems to be quite illogical, because change log doesn't protected at all despite the password application. Could it be malfunction of the system, and is there any way to disable Unshare workbook button in given workbook with standard Excel settings
