Error - You can't set criteria before you add a field or expression to the Field Row

Is this a reference to the Query Design Grid?

That may be true XPS35, but "Field row" throws me for a loop as well. What do you think it means?
We lack the context for this question, but I suspect the questioner is working on a query design.
