Have you tried an Office Repair?
Have you tried using the Run As Administrator on the msaccess.exe?
Have you checked the trusted locations for the default entry to l make sure it is valid (I've seen fresh installs have the wrong paths before)?

- I should also add, that whenever I have to do this type of thing I use custom VBA instead of using these Wizards that cause all sorts of issues. You may wish to consider doing the same.
