I have a client that is looking to do a email merge and has an Excel file with a To: Address and and CC: Address. Is this possible, or even can they put 2 email addresses in the To: Address?

Unfortunately the answer is no to both questions.
Your client could send one email to the TO group and then a seperate one to the CC group by changing the To field in Word before sending.
Would only take a few seconds to switch over to send to CC.
Sorry there isn't better news on this front.
