[SharePoint] Be able to attach files to list items using Graph API.

With the inability to use the logic app SharePoint connectors in GCCHigh, Graph is the only option.  If Graph cannot upload into SharePoint, a large part of the content management abilities are lost.  

Please add for small and large files.
