BUG: User session is sometimes not removed after session host is stopped

For about 2% of cases when I deallocate the VM of the session host the user's sessions are not removed from the host pool (session host is unavailable but session is still there). This prevents users from starting their personal desktop by logging in as they already have a session in the host pool.
