Can AI in SharePoint be leveraged to auto-apply terms from the Term Store to files and auto-fill columns based on those terms?

When To Use What - How would you add SharePoint to something like this (it's underlying Microsoft Teams along with Exchange Online) and the new amplify feature seems to be focused on the far left (but will also show up in Teams activity and Outlook email summaries.

There's an understandable push on all these incredible AI features - yet my understanding is that currently less than 5% of M365 users worldwide have a Copilot license. Are the 95% just encouraged to get a license, or will non-Copilot licensed users be able to use some of the features but without the work context? The content generation + work context AI seem to have been conflated.
