how accurate is the /cost command in identifying the credit spend in a session?

Is there any way to see how they consumed those credits? As of now it's a bit of a black box, we just have the total amount but we do not know if they have a proper usage, they just tell us they reached the total amount (15000 credits) in a few days. So it would be great to see activity like for the agents, is it something considered?

We're looking forward to a pilot, limiting to a specific group of users. Do we have to have a default policy that all users have access to just to have a pilot group, even if that default policy is set for zero? I don't want to frustrate my users outside of the pilot seeing anything Cowork related until we are ready.
