Watermarks are objects that are anchored to the page header. In a document with multiple unlinked sections, you can copy the watermark from one header to another. See also http://wordfaqs.ssbarnhill.com/AnchorToHeader.htm.
As Doug pointed out, depending on what should go into the header, you may not need to unlink your headers. To repeat text from the page, make use of a STYLEREF field.
