Section Breaks, Page Breaks and Watermarks

Page Breaks separate pages, not Sections.
Section Breaks of which there are the following types
Next Page
Continuous
Even Page
Odd Page
separate the document into Sections with the start of the Section following the break being of the type indicated by the name of the Section Break.
If you want a mixture of constant content (the DRAFT watermark) and varying content in the Header of Footer, you may be able to achieve that by the use of a STYLEREF field for the varying content, in which case, it may not even be necessary to insert Section Breaks.
However, if the varying content does not lend itself to being displayed by the use of STYLEREF fields so that you do need to use multiple Sections with their Headers\Footers unlinked, then the only option is to insert the DRAFT watermark into each of the Sections of the document in which you want it to appear.
