ScreenTip for shape in word

Charles_KenyonI might have misunderstood the topic, but I think what Dave_Van_Nice means is the ScreenTips that shows when you leave your pointer on the top of the shape, like what I show on the snips below.
On the top right corner, you can edit the ScreenTip. It should show a message or something, but it doesn't show anything.
On the newest versions of Office, it's not showing. I have one PC that has Version 2402 and it still works as intended, as per image below.
At least for me it doesn't work at all.

What you are showing is a screentip generated by a Hyperlink field, as discussed in my article.
