Save as PDF command to create PDF's which retain high resolution JPG's or PNG's

Thanks for taking the time to respond to this. As I mentioned in the post "I'm aware of options to export via the print dialogue, PDF maker, third party apps etc." which will get a higher res output.
The problem is that I am looking at a corporate environment where plug-ins and printer options cannot necessarily be used by everyone - therefore the client wants to use the standard file save as PDF to create a high resolution PDF using high quality PNG's and JPEG.
They insist they were able to do this up until April this year but it has now changed due they believe to a software update in office. I'm not sure this is true and think this has been a long term issue.
Regardless the options in Word allow you to store high res raster files within the DOCX file and the options seem to indicate you should be able to save those to PDF.
I'm just trying to establish whether this should work but doesn't and if it doesn't why the options appear in the dialogue box...
