Inconsistent spacing between styles

So what was the underlying cause? Blank paragraphs on the page? By clarifying you could potentially help other people who are looking for assistance.
Blank paragraphs. Best practice, adjust the Layout spacing before/after to avoid them, but when they're inconsistent (at the end of a page), I think blank paragraphs are safer as a global change could override overrides.
Thanks for the follow-up. Using blank paragraphs is usually NOT the best policy. As editing moves text around, any blank paragraph at the end of a page may end up at the beginning of the next page, and you usually don't want that to happen.
There are some exceptions to the rule, though. You do need a blank paragraph or two following a table of contents field (and sometimes you may want a blank paragraph after a table). Beyond that, para spacing (Before/After) will do the job.
