Page colour fill effects option missing

I am using version 16.101 of Word on MacOS 15.6.1

I want to set an image as the background of my document's pages, and have done so in the past by going to page colour<fill effects.

Now I can't see that option anywhere in desptop or online.

I can't use a watermark because I need the image to cover the whole page, not stopping at the margins. Does anyone know how to fix this?

    An option could be inserting the image as a background image:

    • On the insert tab, select picture
    • Pick a picture source then insert a picture
    • Select the picture then resize it to fit the page (might not be necessary if the image size matches the page size)
    • On the picture format tab, choose wrap text and select behind text
    • If needed, the picture transparency can be adjusted on the picture format tab
  • Consider the following as a workaround:

     

    Use Header/Footer to Insert Full-Page Image
    This method bypasses the watermark limitations and gives you full control:
    1.     Go to: Insert > Header > Edit Header
    2.     In the Header area, insert your image:
    Insert > Picture > Picture from File
    3.     Resize the image to cover the entire page:
    Drag the corners or set exact dimensions (e.g., A4 = 21cm x 29.7cm)
    4.     Right-click the image > Wrap Text > Behind Text
    5.     Close the Header/Footer view.
    This places the image behind all content and spans the full page, including margins.
