Numbered List Style does not start at 1, is corrupted if changed to 1, and doesn't Square wrap right
In Word, the default for style-based numbering is to continue the numbering each time the style is applied, within that same document.
Manual restarts will only interfere with the list indent if that indent wasn't defined properly to begin with.
Try the following: Click in the very first item of your list. Left-click the list number itself to select it. Then carefully right-click and choose Adjust List Indents from the context menu. Adjust the settings as desired. See the screen shot below.
Update your paragraph style to match the selection (technically this isn't required, but you may want to do it anyway, just in case).
Once all the settings are correct, you should be able to restart numbering manually. (It isn't necessarily the recommended approach to restarting numbering, though.)
