Novel formatting chapters in word

Hey gurus, a Word tech couldn't figure this out for me. Can you help? For a book I am formatting on Word, I have a page break before each new chapter. Between the margin and chapter number of each new chapter page, I want a consistent amount of spacing (without changing my margins). This should be able to be done by going to paragraph -- indents and spacing --down to spacing --then select the number of exact pt you want in the "before" box. Then click "ok."  However, no matter what number I put in the "before" box - the spacing above the chapter number doesn't move.   The tech tried it every which way she could think of and had the same problem. Thoughts?

    Spacing Before will be suppressed at the top of a page, unless that page also starts a new section. If appropriate, you could insert a section break before each new chapter.
