Lowering the vertical ruler while not pulling down a watermark
I'm trying to save a word template with a letterhead as a watermark. I would like the cursor to begin the page lower than where the ruler is set at. The problem is that when I lower the vertical ruler, it drags the whole watermark/letterhead lower - which defeats the purpose of lowering it. I cannot seem to find a way to lock the watermark/letterhead.
Please advise.

You do not do anything with the ruler or top margin. You put content in the first-page header, that forces things typed in the body to avoid your letterhead. This will not move your watermark.

I actually did that first. The problem was that when I brought in the letterhead, which was a jpeg, it imported a little smaller than the original size. When I then enlarged it to make it the real size, it became a bit grainy. When someone mentioned doing it this way (watermark) it imported beautifully and clear, just with the problem I was having.
Maybe my question really is why it's importing the letterhead/jpeg at a smaller resolution/size than it should be!

Copy it.
Delete the Watermark using the command in the Design tab.
Go back in your header and paste the copied image from your file.
Move it where you want.
Word is a poor program for editing grapics.
Jpg files are not designed to be enlarged, especially not in Word.
I edit graphics using SnagIt. You can download a free trial from TechSmith.
In that program, I change the size of images under the Image menu. There is a command to resize and you can choose how many pixels you want.
It is superior in every way to anything edited in Word.
