The only way to make a multilevel list stable in Word is to set it up so that each level is associated with a unique paragraph style. See the article at https://shaunakelly.com/word/numbering/numbering20072010.html which exemplifies setting up a multilevel list using the built-in headings, but you can use any set of styles (headings or non-headings).
