How do I create an application form in word document that is fillable but not editable?
Use Content Controls and apply a Group Content Control to the entire document.

You may want to, instead, use Adobe Acrobat or another pdf creation program to make a pdf form. (Word does not create pdf forms even though it can create pdf files.)
Do not use the Filling in Forms restriction. Use the Group Content Control. You may want to apply it to the Header and Footer areas as well. To do that, go into editing the Header/Footer, select all, and apply the Group control.
