Footnote reference style will not change

I have a document with a two column table and many rows. One column is Hebrew text the other is an English translation. I have many footnotes in this document. I know how to modify the Reference Footnote style, and I changed the font size of the footnote reference from 14 to 12. But this change simply won't take. I did the same thing by selecting the entire table. No change. When I examine the Footnote Reference Style, my change appears, but nothing happens.

I also notice that some footnote references are indeed 12 font size. This may be a result of copy and pasting from another document.

Any ideas?
