"First line" indents every line and photos
Document is set to indent 1st line. This works well with block text but it also indents every title, caption and photo.
Why does it recognize every title and even photos as a new paragraph to indent and how do I limit indenting just to paragraph text?
It is most probably that you have formatted the Normal style so that it has the indent and as a result, that being the default style, results in an indent being applied to other paragraphs.
You should create a new style that has the required indent and use it when you want to create an indented paragraph.

To add to what Doug has said, Normal is also the "parent" (based-on) style for many other styles, which means that those other styles may inherit the indent from the Normal style. Leave Normal unindented to prevent these undesired side-effects. Instead, use some other style (built-in or custom) for the text in the main body of the document. The built-in Body Text would be one possibility.

thank you. It has worked well for the text and titles but I need to find a way to stop the indenting of photos.
By default, Word puts images "In line with text" which means that they will be affected by paragraph indents. Verify that the style which is applied to a paragraph in which an image resides does not have an undesired indent.
