I am not sure if there is an automated way to do it using Microsoft tools. You might need to use a third party tool like Faststone. I am in no way endorsing Faststone or its abilities or its implied security. That said, with FastStone, you can point to a source folder, destination folder and in advanced settings, set a border and pick a color to apply to all the images. Hope this helps!
