Accessibility - Unordered Headings
In a quick test, I see what you see: the Accessibility checker does not spot headings which are applied incorrectly. I recommend that you report this using the Help > Feedback facility in Word.
P.S. If you add numbering to your headings, numbering will not be incorrect if you add it to the Heading 1, Heading 3, Heading 2 sequence of paragraphs. In other words, Word does recognize the sequence to be incorrect, but the Accessibility checker does not.

Thank you for verifying. At least I know I'm not crazy and it's not just me!
I'll report it to Microsoft, but I suspect that's like the temperature dial in the office.

Feedback will be read, but that obviously doesn't mean that something will be done about this.
The more people who report issues, the more likely something will be done, though.
