If the registry workaround the issue, then mostly this KB should fix it : https://support.microsoft.com/en-us/help/4482887/windows-10-update-kb4482887
install on both client and server ( source, destination)

I can confirm that (at least for me), that after installing KB4482887 on both my client PC (Windows 10 1809) and my Windows Server 2019 machine, I haven't seen the issue again. Everyone that attempts to reproduce it should update builds on both ends.
