migrate local user groups(domain user included) from Windows Server 2016 to Windows Server 2019

I am a newcomer, don't know whether I can write here or no

I want to migrate local user groups from Windows Server 2016 to Windows Server 2019. both the two servers are in the same domain.

no problem in using "Export-SmigServerSetting -User All -Group -Path C:\UsrMigration -Verbose" on the windows server 2016

but have trouble in using "Import-SmigServerSetting -User Enabled -Group -Path C:\UsrMigration -Verbose" on the windows server 2019
the screen showed me :
Group creation succeeded
Local User ID adding succeeded
Domain-ID adding failed
