Can't install DHCP

When ever I try to install DHCP I receive an error saying there's a pending restart, even though there's not. I'm using build 17723

PS C:\Users\Administrator> Get-WUIsPendingReboot
FalsePS C:\Users\Administrator> Install-WindowsFeature -Name 'DHCP'
Install-WindowsFeature : The request to list features available on the specified server failed.
The operation cannot be completed, because the server that you specified requires a restart.
